Technology Investment Program (TIP)

The Innovative Partnership Program (IPP) Office is introducing a new Technology Investment Program (TIP) designed to foster the development of emerging in-house technologies that need an infusion of resources to advance their potential. The selection criteria for receipt of these funds is driven by the technical needs of the Mission Directorate, the endorsement of the associated Program Manager, and the commitment of an external partner, as evidenced by a Space Act Agreement (SAA) or other cooperative agreement tool. Purpose:

The Technology Investment Program is designed to foster the development of emerging in-house technologies (TRL greater than 3) that need an infusion of resources ($1K - $150K) to advance their potential.

Criteria:

The proposed project must clearly meet an established Mission Directorate technical need.

The proposed project must have the endorsement of the Program Manager as evidenced by appropriate funding support (FTE funding support as a minimum).
TIP funding is not intended for civil service labor charges or for funding external entity involvement.

A partnership with an external entity must be evidenced by a commitment to enter into a Space Act Agreement (SAA) or other cooperative agreement tool that details the resource commitment of the partner (e.g., labor, facilities, equipment, other).

The Technology Readiness Level (TRL) of the proposed project (> 3) should be such that resource infusion would contribute significantly to satisfying Mission Directorate technology needs. Examples of the uses for TIP funding could include:

* In-House Contractor Support
* Prototype Development
* Proof of Concept
* Demonstration of the Technology
* Working Models
* Special Equipment Requirements
* Testing and Evaluation

All TIP funding must be obligated and committed by the end of the fiscal year in which the TIP funding is awarded. TIP funding is limited to $1K - $150K per selected project. This limit can be extended for special cases at the discretion of the Program Director.

NOTE: TIP funding can not be used for FTE¹s or for funding the activities of an external partner.

Application and Selection Process:

Assure that the proposed project meets an established Mission Directorate technology need.

Secure the endorsement of the appropriate Project Manager including the assurance that funding will be provided for the FTE¹s required to complete the project.

Secure a commitment from an external partner to enter into a cooperative agreement (SAA or other appropriate agreement tool) which indicates the partner¹s intent to provide resources for the advancement of the technology.
(No funds from the IPP Office can be used to finance the partner¹s
activities.)

Complete the request form following the format provided. This form will be completed by the technical point of contact and signed by the Program Manager. (Representatives of the IPP Office are available to discuss the proposal with the submitter and the respective Program Manager, if
requested.)

Submit the request form in hardcopy to the TIP Program Coordinator along with a draft cooperative agreement with an external partner (TIP funds will not be released until the cooperative agreement is signed). Submissions must be received by November 18, 2005 to be included in this call cycle.

Bi-annually, all TIP proposals containing the appropriate information will be evaluated individually based on the stated criteria. Those projects deemed to have the highest potential for meeting Mission Directorate needs may be invited to provide a brief presentation to the selection panel. The presentation should be given by the technical point of contact, and will provide a personal opportunity to explain in more detail the merits of the technology, and will provide a question and answer period for any points of interest the panel may want to explore.

Upon completion of all presentation reviews, the panel will make a recommendation for projects to receive funding. Final approval authority of all selections rests with the Program Director.

The technical points of contact for selected projects will be notified by e-mail of their award, with copies to his/her supervisor, the supported Directorate's Director, and designated funding point of contact within the supported organization.

Complete the SAA or other cooperative agreement by securing the signature of both participants and send a copy of the finalized agreement to the Innovative Partnership Program (IPP) Office. (No funds will be released until the agreement is signed.)

Technical point-of-contact will participate in all post-award activities.

Post-Award Requirements:

The technical point of contact for each project will submit informal status reports at a regularly scheduled bi-monthly meeting. Such reports will include an update on the technical work, a status of the obligation and costing of provided funding, and any other pertinent information relevant to the progression of the TRL.

Formal written status reports will be submitted on a quarterly basis, but may be requested more frequently dependent upon the nature of the project and funding issues.

Funding will be used in a manner consistent with TIP program guidelines.

Deviations from program guidelines may be allowed in certain instances. The program goal is to meet the stated criteria and any deviations will be the exception. These exceptions must be reviewed and approved by the Program Director before any funding awards will be made.

* A Space Act Agreement or other cooperative agreement tool in draft form with an external partner should be submitted along with this document.
(There should be an indication of the external partner¹s contribution.)
* The signed hardcopy of the TIP Proposal Form and the draft cooperative agreement must be delivered to the TIP Program Coordinator by November 18,
